Can I borrow to settle all my oustanding debts from a bank?

I want to apply for a personal loan to settle all my outstanding debts amounting 5k Malaysian Ringgit. Can i still borrow? My plan is to restructure my debts so it would not be to heavy for me and i just concentrate on one loan. Please advice.
