What states or cities is it common for women to be muscular?

So here in Washington State its seems rare, in any physically active areas, to see or find muscular, women. My gym is all the way out in the country, long way from Seattle so ive seen very women atheistic about weight lifting, or bodybuilding come in there. And in other areas such as lakes or beaches, the women seem the same. It's a good sport for women to out here considering the rain keeps us in doors sometimes. So my ques ton is, is it more common in states like California to find muscular women, as oppose to Washington State.
